CBAM 2026: Zetamec Is an Authorised CBAM Declarant

Since 1 January 2026, the Carbon Border Adjustment Mechanism (CBAM) has entered its definitive phase, introducing new requirements for the import into the European Union of certain goods from non-EU countries, including some categories of iron and steel products.

Zetamec has obtained the status of Authorised CBAM Declarant from the Italian Ministry of the Environment and Energy Security (MASE), confirming that its import processes comply with the requirements established by EU legislation.

What is CBAM and how does it work?

CBAM is the European Union’s Carbon Border Adjustment Mechanism. Its purpose is to place a cost on the embedded emissions of certain goods produced outside the European Union, helping to prevent the relocation of carbon-intensive production to countries with less stringent climate policies.

The mechanism initially covers six sectors:

• iron and steel;
• aluminium;

The application of CBAM depends on the customs classification of the goods and their corresponding Combined Nomenclature (CN) code. Certain types of flanges and iron or steel components may therefore fall within the scope of the legislation.

CBAM 2026: what changes for importers?

With the start of the definitive phase, importers must comply with new obligations, including identifying the goods covered by CBAM, collecting data on embedded emissions and checking the documentation provided by non-EU manufacturers.

The legislation also requires importers exceeding the cumulative threshold of 50 tonnes of CBAM goods per year to hold the status of Authorised CBAM Declarant or have the reference number of the relevant application.
